Wisconsin uses HealthCare.gov
Wisconsin has no state marketplace of its own: you compare plans and apply for a tax credit on HealthCare.gov, the federal marketplace, or with a licensed agent who works with it. For 2026 coverage, 291,336 Wisconsinites picked a Marketplace plan during open enrollment.1

The dates for 2027
Open enrollment for 2027 coverage runs from November 1, 2026 to January 15, 2027. Choose a plan by December 15 for coverage that starts January 1, 2027.
Losing other coverage, moving to Wisconsin, marrying or having a baby can open a special enrollment window, usually 60 days.2

- January 15, 2027Open enrollment ends
- February 1, 2027Coverage starts for plans chosen December 16 to January 15
Heads up: Choose a plan after December 15 and it starts February 1, not January 1. If nothing else covers you in January, that is a month without coverage.
BadgerCare Plus stops at 100%, and the tax credit starts there
Wisconsin did not adopt the standard Medicaid expansion. Through a federal waiver, its program, BadgerCare Plus, covers adults up to 100% of the poverty level, $15,960 for one person. That is lower than the 138% line in most expansion states.
The difference is smaller than it sounds, because the Marketplace tax credit starts at 100%. An adult who earns just over the BadgerCare line usually moves straight to a Marketplace plan with a tax credit, so there is no gap in between.34
A family of three
For a family of three, BadgerCare Plus for the adults reaches about $27,300 a year, and children qualify up to about $83,600.35
Which insurers sell plans
Insurers file their 2027 Wisconsin plans with the state and with HealthCare.gov, and the final list appears when open enrollment opens on November 1. Which ones you can choose depends on your county.2
