Virginia Premium Savings

For 2027, Virginia lawmakers funded a state program that adds savings on top of the federal tax credit. It is for people with household income between 138% and 250% of the poverty level: $22,025 to $39,900 for one person, or $45,540 to $82,500 for a family of four.456

Children’s coverage: up to about$56,000
Yearly household income. The state’s own examples are for one person and a family of four; the family-of-three range applies the same 138% and 250% lines. Children’s limit is 205% of the poverty level.

Who qualifies for Premium Savings

You must live in Virginia, enroll in a Marketplace plan (not a catastrophic plan) through Virginia’s Insurance Marketplace, and not be enrolled in or eligible for other minimum essential coverage, such as Medicaid or Medicare. Savings are first come, first served, and eligibility is checked in the regular application.4

Who can get help paying

Virginia expanded Medicaid to adults 19 to 64 with income under 138% of the poverty level, $22,025 for one person. Above that line, a Marketplace tax credit usually takes over, up to 4 times the poverty level.5

Work rules start in 2027

Who it affects: Virginia expansion adults aged 19 to 64.

A federal law passed in 2025 requires adults in the Medicaid expansion group to show 80 hours a month of work, school or community service, or to qualify for an exemption, to get and keep coverage. It starts January 1, 2027, unless the state gets a delay. In Virginia, that group is covered through Virginia Medicaid.

Parents and caretakers of children 13 and under, and people who are medically frail, are among those exempt. People who aren’t eligible for Medicaid because they didn’t meet the rules can’t get Marketplace tax credits.7
